Published course not editable by owner and not visible on marketplace

There is an issue with course publishing. After publishing a course, it appears as "published" in the system, but the following problems occur:

1. The course owner and users with editing permissions are unable to modify the course.

2. The course does not appear in the marketplace, even though its status is set to "published."

Expected behavior:

• The course owner and editors should be able to access and edit the course after it is published.

• The course should be listed on the marketplace once published.
