Add Delay to Sidebar Tooltips on Hover

Currently, tooltips on the sidebar appear instantly when the user hovers over an icon. This causes tooltips to flash even during quick cursor movements across the sidebar, which can be distracting.

Expected behavior:

• Tooltips should appear only after a short delay.

• If the cursor leaves the icon before the delay finishes, the tooltip should not appear

This will improve the user experience by reducing unnecessary visual noise and preventing tooltip flickering during fast mouse movements.
